Right i've investigate this further and i've figured out why it still works it only works when you have the T-balancer plugged in. if you remove the T-balancer the circuit still allows a relatively small amount of current to flow. This is probably no big deal for a highly resistive fan but for an ultra low resistance circuit, like when i hooked up my TEC's the circuit without the T-balancer plugged in allows 5 amps to flow. Now this isn't a 5 amps PWM its 5amps resisted which means it gets mind blowing hot fast.
so as long as the T-balancer is always plugged in everything is fine but dont have the PSU's on without the T-balancer plugged in.
I believe placing 2 resisters into the circuit would prevented this possible disaster from happening but I wont bother for now
