is sold out or not, or if your coffee pot

Microsoft, regrettably, purchased an incredibly powerless command line when it bought MS-DOS (of course Bill also paid a fire-sale price
for it) and has done virtually nothing to improve it in the last 25 years. Instead they built something totally new and incompatible which, while technically sort of nice
, requires an education in .NET to understand fully.
On the other hand the Unix command line
, built on some simple extensible concepts, has grown even more powerful over time and is within anyone's reach.
