Well it is an RPG, which is the whole point of VATS.

If I do indeed get it I probably wouldn't even use it. I can't stand pausing just to get a heads up on whats coming. It's like pausing tetris.

Correct me if I am wrong, but it seems that in order to gain +XP (combat) you will need to use the V.A.T. (?)

I don't seem to get any XP points when I use the reticule.

You do get XP using the reticue. The XP gained show up in the bottom right after the kill.

Yeah, i said that at first, but it makes a huge difference when you're being attacked by much stronger things than you are, and especially when they're in swarms. It helps a lot if you want to shoot those last few rounds in your minigun to disable their leg, while you walk around them with a baton and beat them s**tless.

Yeah, when you're in the fight, and press tab for the pipboy, it pauses everything. Like for example, I can do it so that I can get a weapon out if I just ran out of ammo, or it's too damaged, or even to get my health up if available.

Um, the VATS don't give you a "heads up on what's going on" at all, the vats is kinda handy especially once you get some of the perks.

hhmmm, I can use a whole clip or I can use some AP and within a couple shots see a head flyin off.

I actually use the vats a lot more then I thought I would, plus it helps to make me feel more into the FallOut universe, but then again if you have never played any FallOut you wouldn't understand.

They haven't announced that they're bringing out a Construction Set for Fallout 3 (and seem somewhat reluctant to talk about it). There is every chance that there may be no mods for Fallout.

SecureROM is being used as a disc check.

EDIT:
Sorry if it seemed like I was picking on you there Gir, I'm really not.

Hehe, you say that now but watch how fun it is to use VATS to target headshots on three seperate enemies, and sit back and watch a movie of all of their heads getting blasted off while you munch your cheetos.

I've proven my FPS'ing skills in other games, now its time for some fun.
