the water in the bong/volenti. you need good thermal paste, block etc. to get sub-ambient on the cpu, but you will be close to ambient.

also, that "uberbong" is missing ping pong balls or cloth.

water temps on a good evaporative cooler should average about 5C below ambient, under load. cpu temps will be above ambient, but not that much. basically temps are better than radiators not only because of sub ambient water but also total cooling capacity is only limited by volume of water in reservoir.
