Try using the connect to network wizard, and make sure that you input the WEP encryption key in when prompted. And that your trying to connect to the right wireless network.

Two things you can also try , using windows built in wireless to check it out. If it is off you can turn it back on.

But more likely you might want to uninstall/reinstall Tcp/Ip since you cant even ping yourself the local address tests the tcp/ip stack also and should get a reply if it working right. Also might want to try reseting the security in the router in the event both those happen not to work.
