I was having a problem whereby my CPU usage on the desktop with nothing running was at 25%. Having run every scan under the sun, I finally used TuneUp Utilities process manager, not expecting to find anything out of the ordinary seeing as the processes listed in the task manager weren't displaying any CPU usage. I found that something called Resource Cache Builder Tool was quietly using 25% of my CPU. I did a search for it on the MS site, and google, and returned no results.

What is it? Can I safely disable it?
