maybe a stupid question, but my friend and i were putting my rig together and constantly overlooked the 4pin power connector. Im sure you have checked but that was the same problems that i was having till we plugged that in. The reason we missed it was because the HS was kind of in the way of the plug. Good luck.

do you have another CPU?

sounds like your board doesnt like the quad. my mate had the same issue with his Q6600, he had to take it to the shop, where they flashed it themselves. you can do this if you have a spare CPU like a Dual Core for example.

just my thought.

also try clearing the CMOS, but i dunno if that will help.

Well he didnt mention clearing the cmos, its the first thing i would have done regardless.

I have had so many issues with new motherboards, that the first thing i do is clear cmos before i even install anything.

And since i started this method i havent had any issues yet.

gtarmanrob has a good idea though, if you have another processor- try updating the bios before installing the 6600.
(if the clearing cmos doesnt work)

un hook everything except, cpu, mobo, 1 stick of ram ,vga, cooling and try to boot.
Did you look at the 4 pin? On your mobo and most it is above the processor by the mouse keyboard ports. If you have checked that, and thats not it. Do what noobdown said. Good luck
