Well if no one wants it, I'll take it, who would I have to talk to to make it happen?

I haven't gotten mine yet but I have a few questions if someone could guide me here.
I'm shooting for 3.6ghz and I have ram capable of of 1066 mhz. So whats the best way to get 3.6?

(425x8.5) vs (450x8)?

edit: So I guess 8.5 lets you run your ram closer to 533mhz by running at 4:5. Interesting.

Shoot for 471x8.5 or 483x8.5, You don't even have to touch clock drives and skews to get it stable. IMO these chips starts to need more juice after 4.1Ghz due to heat. Besides you got a nice cooler and mb to boot Use 400strap so you'll be able to use Cas5@PL9 at 1:1 without needing too much nb voltage.

He could have a bad overclocker.

Also set the PLL and VTT manualy before you try for 4Ghz.

the PLL voltage should be 1.45 volts and VTT voltage shouldnt be above 1.36volts 24/7 or you risk degrading processor life and maybe a rare chance of frying it in a month...

Always use these settings starting at 486fsb+ to be blend stable.
Cpu clock drive - 1000mv
Pci-e clock drive - 1000mv
Cpu skew - 0ps
Mch skew - 50ps
Cpu reference - .785 or .800
Mch reference - .800 always
If you want to go beyond 500fsb just ramp up vtt and nb voltage and you'll be able to pass blend no problem.

What revision is your q9550 and for 500 x 8.5 what vcore you have?
Mine is C1 and 1.4 vcore is needed for stable 4.0 (500 * 8).

Q9550 E0
3714MHz (3.7GHz)
437 * 8.5
In-BIOS voltage: 1.150V
After VDroop: 1.136V

Tested stable with IBT, LinX, and Prime95, with maximum temperatures of 63/62/62/62.
