How should I optimize my network/ ethernet controller?

I have the Atheros AR8121/AR8113 on P5Q Pro
I'm using LAN with D-Link DGL-4300, 6M AT&T DSL
for some reason my internet is really slow sometimes and normal again later..I don't know if there's anything have to do with my router or ethernet controller settings.
the current setting for my ethernet controller is

APS Modeff
Flow controllff
Max IRQ per second: 5000
Maximum frame size: 1514
media type: auto
network address: not present
number of Rx buffers: 15
number of Tx buffers: 10
Shutdown wakeup: off
task offload: on
wakeup capabilities: none

any suggestion on adjusting the ethernet controller settings?

Leave them be. Minor tweaks such as MTU size can make up for 5-10% difference in performance. At most.

Try updating your firmware & drivers for the nic and set you max frame size down to 1500,but this sounds like a ISP problem to me.

Uhm... 1514 frame size is fine. This means the max MTU is 1500...

Typo thinking 1490 typed 1500.Here something you could try to see if this is part of the problem.

Start>cmd>type ping www.overclock.net -f -l 1500.This will help you set your best performing mtu number.If your get -- Packet needs to be fragmented message knock it down 5 to 10 and test again,until you get all replies from the packets sent.If your getting good pings from the get go try raising it 5 to 10(within reason).You'll also need to set all nic/adapter & router to this number.It may help.Also try changing your tx buffers & rx buffers to 256.

I tried to change the tx and rx
but the rx max is 64
and tx max is 32...?

In your nic card setting?Have you tried those settings?

I was changing the settings under the Advanced tab in the Atheros AR8121/AR8113/AR8114 PCI-E Ethernet Controller window. That's what I found under the Network adapters from Device Manager
I'm assuming that's the right place to change these?

Yeah, that's the right place, but like switch.dota said you aren't going to buy yourself much performance increase. You can have the cleanest virgin network packets this side of Korea, but your ISP can and will do dirty nasty things to them after they leave your house. Call your ISP and ask them what the line looks like from their end. You might have some line noise or a grounding problem.
