The fins are fine. It makes no difference if they were bent at one point or not.

Not about the Sand Blaster. It would be kind of fun but you will damage the CPU in 2 seconds.

I used to have the same problem as you, I once had idle temps at 45c, so what I did was take off the heat sink. Then I took a cloth like rag and applied some rubbing alcohol on the cloth I think it was 70% kind and cleaned off the CPU surface and the heat sink contact. Then I took Q-tips and cleaned the CPU til the Q-tips wiped clean, I did the same for the heat sink. Then I just put like a little dot in the middle of the CPU, a grain size of a rice or less then that. I took a plastic baggy and smoothed it out with my finger, I covered the whole CPU surface, after I was done it looked like you could kinda see threw it, it was a very thin layer. Then I replaced the heat sink, tightened down the bolt thru screws counter clock wise one screw at a time, then I gave it a little wiggle not too much just very little, then walla! I got temperatures from 25c to 29c idle...hope this helps good luck!

how many did you bend? if you bent them back where air can get between there I don't see how that would be the problem...

the fins are fine, if you reseated your heatsink and re-applied thermal paste you should be just fine unless you have terrible airflow in your case lol

Is there a clear plastic film on the bottom of that cooler when it comes out of the box? If so, did you (the OP) remove it?
