Very low performance with new 4870x2 system, help?

Just built a new system, I'm getting horrible benchmark scores and game performance. Here are the specs:
core 2 duo E8600 @ 4.0 ghz
Gigabyte EP45-UD3P
2x2 GB Corsair Dominator PC2 8500 1066 5-5-5-15
HIS 4870X2
Seagate Barracuda 500 GB 7200 rpm
Corsair TX650 watt psu
Hiper Osiris Case
Noctua NH-U12P CPU Cooler
Vista 64 bit
24" Samsung lcd display

Poor performance in games, I've tried CS source, DoD source, FEAR, Farcry 2, Battlefield 2.

And low low scores in benchmark programs,
Just ran 3DMARK Vantage and got this

I've tried using riva tuner to keep the gpu frequency at stock so it doesn't keep dropping during inactivity, no improvement.
I run the fan at 40..

Can anyone help me out?

No need to change the gpu frequency when it's idling, the function is there for a reason (less heat output). Are you using the 8.12 driver?

I am using the 8.12 driver.

let me also add that the temperature of the second gpu stays at around 35 every time I check in the overdrive menu in ccc.

What's the 3DMark 06 score? And it sounds to me that it's only using one core, which I've seen before.
