Nope, it's the CAL code written into the ATI Client that is holding them back. As of a couple of days ago, Mike Houston promised improvements in the next core to utilize the optimizations of the Catalyst 8.12 driver. We will have to wait and see.

Well, the problem with simply saying that it has a lot of SP is that ATI SP's only execute one thing each clock cycle, whereby Nvidia's execute 4 during a clock cycle. I don't know a lot about folding, but that's why, at least in games, a GTX260 with 192 or 216 SP's performs pretty close to a 4870, which has 800.
