also #2 if you need to save money and will not oc then get an ep43. The same chip just not all the bells and whistles. I think it is $25 less.

I would go with a better PSU than that Rosewill, im pretty sure 400w would be enough and this is a good Branded PSU.

Since you won't be overclocking this would be a good motherboard. I've done builds with it and it can overclock some of the GSkill ram. It's a good solid mobo.

Build justification:

CPU:The E5200 is the obvious choice.
RAM: Cheapest 2x2GB with a reputable brand. A-Data may not be very popular in the states but i can assure you the quality of the RAM is similiar to Corsair/G.Skill. It has Lifetime warranty aswell. In Hong Kong the most popular RAM would probably be A-Data. I have built over 5 rigs for friends with A-Data Ram and they are all working perfectly. Even my notebook ram is A-Data.
Mobo: Cheap, Gigabyte, No need for OCing, Enough Said. If you want the option for OCing save an extra $20 or so. Try not to buy Open Box Mobos as they may suck for OCing or are missing componenets etc.
HDD: No Comment.
PSU: Antec would be a better brand than Rosewill so i suggest this.
Case: A case with way better Airflow
DVD Burner: No Comment
GFX: A good card. Better than the 9800GT by a tiny bit but if your friend can save an extra $40 the HD4850 will be well worth it.
