Could a Noctua UH - U12P in push/pull get a Q6600 to 3.6 to 3.8GHZ?

Well the not all but most seem to have high VID's like mine .

I can hit 3.6ghz with a single S-Flex SFF21F though I need to spend more time trying to get it stable so I backed off to 3.44.
