If you consult your manual your motherboard should have some sort of trouble shooting mechanism to tell you what parts of the hardware are bad. Maybe LEDs or diagnostic beeps... check that out. Check to make sure all the power cables are correctly plugged in, (24 pin mobo connector, 8 or 4 pin CPU connector, graphics 6 pin, ect). The quality control on the corsair dominators is generally good but you may have luck with booting only one stick instead. All the hardware is new right? If so then it may be a motherboard issue.... as the failure rate on them is a little higher then the other hardware you have. The spinning fans makes it a little less likely it is the power supply.... and it is pretty rare to get a chip that doesn't work out of factory.
