I used an amd athlon X2 4850BE (2.5ghz 45W tdp) on my server, which is currently doing routing/dhcp, and it spends most of its time actually downclocked at 1ghz. The celeron will be more then enough for a webserver/fileserver. However if you could find one of the low wattage athlons it would save you some money on running costs, that site you linked doesn't offer any of the low wattage athlons. I'd also probably get an intel chipset if I was getting an intel cpu, or an amd chipset if I was running and amd cpu. There are some server OS's that don't even have a gui (more effiecient that way) a gui is not needed anyways as you will probably be remoting into it from another pc via remote desktop or web browser.
