Well then it should be on the seller to worry about getting the insurance money, right? I mean I should get a refund regardless, correct? This whole thing is starting to get mighty sticky.

He has responded as is trying to get a hold of the shipping company. I have offered to ship him back the board for the original amount paid (did not request reimbursement for shipping back or anything like that) so that he can make the insurance claim and I can just move on. I requested a PayPal refund and he has declined (it has not been escalated to a dispute or anything). He has refused to give any refund until he talks to the shipping company because he claims he shipped a working board that was packaged properly (I tend to disagree as there was no socket cover and it was wrapped in paper towels inside its original box).

I just feel like regardless I am entitled to my refund, so why should I have to wait until the insurance claim is fulfilled (or declined) when I have already essentially paid him twice for this board. Just frustrating...

Hell no. At this point, screw requesting a refund, you should demand a refund AND full return shipping price.

Seriously, get a mod involved on this. At least have the Marketplace Forum Supervisor tracking the progress of this, to protect you.

That's just ridiculous. Make sure all your communication with him is via PM on this site and a mod can review everything that's said in case it turns from bad to worse.

If he turns out to be a complete douche, at least he can get perma-banned so that he doesn't do this to anyone else.

One thing you might try as far as fixing the board, (I did this once with a board that had three pins bent, and it worked) is take a mechanical pencil with no lead, and slide it over the pens to bent them back in place. (With that many pens bent, though, it'll be hard to align them properly, as you have nothing to compare it to.)
