The signal quality will never be better than the source. Its like 10 vs 100 vs 1000 gbit Ethernet connections. They all use the same cable. the only difference is the hardware. The specs on the cable hasn't changed. Here's a Q&A with Steve Venuti, Director of Marketing for HDMI Licensing LLC.

You want to be certified HDMI 1.3a or 1.3b cables. The certified HDMI cables are made to handle certain bandwidths and throughputs.

1.3a Category II cables will pull up to something like 1600p and above so they will literally be the last cables you buy for a long long time.
