Right click my computer > manage > Device Manager > check under network adapters to see if it has a yellow warning next to it, and see if your NIC shows up there. If it's integrated, try searching for hardware changes, if not, then make sure it's plugged in properly. Maybe right click> properties and try to update the driver. XP SP3 shouldn't have a problem getting a driver as long as your card is functioning properly.

After you check it's not a problem with the drivers/card then we'll look into connection settings, that's the other thing it could be.

on whatever PC you are posting from, go to your mobo manufacturer website and download the drivers for your mobo. Copy it over using a thumb drive or a burned cd and manually install all the drivers, including your NIC card.

how can he use windows updates to update his drivers if his PC cant connect to the internet? He has to ensure that his drivers for his mobo are installed, right now it is sounding like the drivers for his NIC card aren't loaded.
