Probably for the same reason people still use IE6. Either they are comfortable with the application and dont feel the need to update it, or its more compatible with some sites as compared to the newer version.

At my job it is a complete mixed bag. Most of the internet applications we support for our clients require IE, and of those sites, some work better on IE6 while others work better on IE7.
