foxconn mobo issue

just got a foxconn a7gm-s and when I plug in the 20+4 pin the CPU fan spins for a second but no mobo light no power nothing. Took it out of the case and plugged in power still same problem. Any help please?

cpu power plugged in? try clearing cmos?
