The problem is I can't access the raid bios set up with both of my drives hooked up, but they are both fine in windows and in bios and show no errors.

No I'm still running F5. Was there a fix in a later bios?

I updated the bios to F7 and still have same friggin problem. If I had a bad drive then it wouldn't work fine like it is. Must be the motherboard.

One last hell Mary. I formatted both drives, did a clean install of XP, and now the raid controller doesn't even show up in Device manager. It is indeed time to return it.

Turns out it was one of my drives. I got two new HDDs and was able to set up raid no problem.

Use Intel ports for sure!

If the new RAID is the OS array, put it on the first two Intel ports, then your other drives on the next Intel ports and put your CD/DVD drive on the last Intel port.

Then this would be your BIOS settings

Integrated Peripherals

Intel Controller (Yellow Ports)
SATA RAID/AHCI Mode (Intel ICH10R Southbridge) ............. RAID
SATA Port0-3 Native Mode ................................... Enabled (or Disabled, both will work)
