I just noticed something OCCT, it says my CPU clock is at 1600mhz and default it 2133 ?? underclocked??

EDIT: ok when i ran it, the clock went to 2133... It stopped at around 68.5C

Yea, by default your mobo underclocks the proc when it doesn't need all the
processing power to save energy . Try taking a house fan, like a box fan or whatever and take the side panel off and use it to help cool everything down. And give us a 100% load temp too please , if I were a betting man, I would say you didn't put the AS5 on right, or it isn't tightened down enough.

EDIT: I saw your edit, yea that is hot, we need to fix this!

I use a tuniq on a q6600 and an e5200 with ambients about the same as yours and get low 30's idle oc'd and never let either get that hot under load. Could be a couple problems. Tuniq is not tight enough, I really tighten both mine down pretty hard both on the Q6600 and on the wolfdale. Concave chip, maybe the Tuniq can't make good enough contact, if this is the case lapping could help. To much or not enough TIM. Could even be a bogus temp sensor. My first effort would be to carefully reinstall the Tuniq with the proper amount of TIM. Also when you pull it you should be able to tell if it was making good contact just by how it spread out the TIM. You'll also see if you used to much or not enough.
