Adjust cpu fan manually

Is there a programe allow you to set your cpu stock fan speed at any percentage?

I've tried my asus bios but it does not have this option.
I want to make sure my fan is spinning at 100% at all time.

SpeedFan for case- and CPU fans. RivaTuner for video card.

RivaTuner allows you to set different fan profiles to automatically or manually speed up fan control as your GPU gets hot in 3D gaming.

For CPU you can set in Bios, by using Speed Fan or your can buy CPU heatsinks that you can manually dial the speed of the fan!
