GTA IV - Major Problem

Sorry for yet another thread on GTA IV, but I wasn't getting any answers posting in the main thread since the topic is so large.
I bought this game 3 days ago and installed it fine without a hitch, or so it seemed, but for some reason anytime I actually play the game, it acts as if my mouse wheel is always scrolling down.
Anytime I try to change ANY of the options, it just scrolls through them so I can't even select anything. As an example, if I try to change the SFX volume, it just scrolls down to 0 very quickly... or if I try to change the resolution, it just scrolls itself all the way down to the lowest res selectable.
I decided to at least try to play the game just using the default options since obviously I can't change them... but I can't even do that either. Niko ALWAYS has his cell out and it just constantly scrolls through the cell phone's options.

So far I've tried the following:
- Starting up the game, going to the options, and unplugging my mouse.
- Unplugging my mouse, starting up the game, and then plugging it back in.
- Uninstalling my xbox 360 controller drivers.

Any ideas as to what could be wrong??

As a side note, I'm reformatting my computer after Christmas because I'm more than likely getting a GTX 260-216 and a new sound card. So.. if all else fails, maybe that'll help.

id say best thing would be to snoop thru the gta4 folders and look for a config file

completly unbind the mouse wheel or

if it good mouse like logitec mx518 (mine)

go into its controll panel and bind the scroll on each to page up/down
