Don't think that will surprise anyone if we use this budget of yours. Could probably get something better for the PC... possibly the 360's TV also... but it would still be 480p.
You really shouldn't include the TV/monitor in the budget. Even though alot of people upgrade their TV for gaming purposes, it isn't required. Bare, upfront costs are what jump out at consumers, the cost of the console alone. With all different flavors of 360s ranging from $200-$400 and the PS3 running you $400 you could very well build a rig for right at $500 that would be better than either console and would have alot more to offer. A computer can be hooked up to a TV just as easily as any console so you're not required to buy a monitor either. I just got on the egg and configured a E5200/P45/4GB DDR2-800/9600GSO 768MB/500GB HD rig for just under $500 without shipping so it's pretty easy to piece a rig together for cheap. If you aren't bothered by the PC gaming aspect of things (Install, drivers, ect.) it's actually more future proof and like I mentioned before will offer more than the console. But if you want to take the easy way out you can always go running to consoles, personally I don't mind putting forth a little effort. I hook my computer up to my 42" LCD TV quite often and use my wireless mouse/keyboard and it's a pretty fluid experience if compared to my console.
I'm not sure which games do this, but GTA IV in particular runs at 720p on the 360 and at 640p on the PS3, the PC version of any game has the benefit of running at whatever resolution you choose. Although I wouldn't recommend buying a cheap rig to play games and expect full 1080p with settings maxed.
