The Thermaltake Duorb is great for the price, especially as it is around $30 on Newegg. It won't be as good as the HR-03 with a fan, but it will be half the price.

seconded. I use one and it keeps my 8800GT nice and cool especially under load, and it looks great (blue LED's)

Arctic Cooling Accelero S1 Rev. 2

Thermalright V2

Personally, I like the Thermalright T-Rad... but the downside is it's usually $50+

I would get the T-rad, then the HR-03, then the Accelero S1 V2, then the Duorb. Duorb last because I don't like noise, andthe others you can put any fan you want on it. If you don't mind noise though the Duorb can be bumped up, not sure to where. Oh and I'm pretty sure the T-Rad is worse than the HR-03, but it's still awesome, I mean look at it.
