actually mate you can score 30mbps in oz, but its on bigpond cable extreme plans and with bigpond you get a crap download quota and your uploads count towards it

It really depends on how far you are from the exchange. Currently, I sync at about 10200 Kbps so really not that fast. What I find is however, I struggle to even download 100GB per month even with my TV shows all in 720p quality being 1GB each episode. I guess it just depends how much you use it. Not having a cap at all would of course be amazing, but I can understand why the ISPs cannot afford to do that (I'm sure that in the US they will start restricting that as well as traffic increases) and being sated with my current situation, I don't have a premise for argument.
