HIS radeon 4870 is this defected?

I had built a friend a pc and here are the specs.

q6600 @ 2.4ghz
8gb of ddr2 800 ram
gigabyte ga-ep45-ud3p
HIS radeon 4870.
Vista ultimate x64

if you need any other specs let me know.

I installed the graphics drivers and ran the windows computer rating thing. and i noticed the graphics weren't 5.9 (5.6 or something) so i checked the clock settings on the 4870 and they were 250mhz core (usually 500mhz on mine when its idle.) and the memory clock was 500mhz (1100 on mine idle.) and i thought well that isn't right. so i pushed the clocks to the stock speeds 750/900 and then the screen goes really funny, bad colors and lines everywhere. so i let it sit and restarted it. so then i pushed the clocks to 790/1100 and then BSOD! the computer restarted and then i got back into the clock settings and tweaked them in small increments and got to 780/1000 stable. i put the pc in and get a call about 2 weeks later and he says the colors in a certain game seem opaque??? I never got a chance to look at it last night, and will hopefully be over there tonight.

what do you guys think? i have a visiontek 4870 clocked at 790/1100 and have never had any problems with mine at all. i do have the fans at 50% on both machines and they idle at around 36-39c.

should i rma this to newegg or get a replacement from HIS?

I should have went visiontek. I have seen to many DOA saphhire cards, but then again that was in the 2000-3000 series.

You forgot to mention what PSU was powering all of this .

Also, I thought that these new HD4xxx series cards ran in 2D mode until stressed. Maybe that's why the Vista rating was so low? As to the artifacting, could potentially be PSU related. Might be overheating? Maybe 2D clocks can't be pushed that high, and the 3D clocks are going up with it perhaps? Just some ideas.

Its a 750 watt psu i can get the brand name if you need it.

this is stupid, but

did you set the fan setting so it wont idle at 80c. my HIS 4870 literly idled at almost 80c. which means under any stress would hit well over 100c.

how does it perform in games? The vista index thing is crapola and doesn't mean anything.

Run GPU-Z in the background while trying a game and see if it's clocking properly from 2d to 3d speeds.

I set the fan speed at 50% as soon as i got the 8.12 CCC installed and it idles at 36c.
