here ill make it easier instead of asking a bunch of questions im looking to spend 800-1000 usd on both loops i want 1 loop to cool cpu/nb and the second loop to cool 2 gtx280s im having trouble picking out parts so any advice at all will be greatly appreciated

If I may add... If you decide on the Swiftech Micro-res then the V2 is recommended as the additional bottom-side fitting can make a large difference in loop configuration options.

ok so ive just ordered the tubing, pt nuke, rads, pumps, and shrouds from petra's and gpu blocks, cpu block, fans and res from sidewinder is there anything im missing? what about barbs?

Most liquid cooling components ship with barbs included, but you may want to verify in the product description, and ensure that they all components have the same sized fittings for the tubing you will use.
