My E4400 won't let me change my multiplier, and my motherboard won't let me have a higher FSB.

Currently running 280 (FSB) x 10 (multiplier) on my E4400. L2 stepping, 1.35v (.025 above stock), got +0.2v on DDR2, PCI-E locked to 100MHz and all the CPU features turned off.

I'd say take out the no name brand 1GB stick of RAM, add +0.1v to 2GB stick of RAM, and try getting it to 250 FSB for now with stock cooling. Lock PCI-E to 100MHz.
