thats dielectric grease covering everything in the conformal Zone right there correct?
The 437W they have at Frozen CPU seems like it cools a little better then the one they have at Arctic Spider, its a little more expensive though.
Man that Liquid Tape is high there. I get mine at Wal Mart for $6 or s a can. Here they have it in the boating section. 1 can is plenty to start with.
Have you looked at the proofing guide in the TEC stickies here? I think he ran down how much neoprene you need. I get mine at DD and I always get a couple of each size except for the thinnest, I only get one of those. You wont need it all at first but you will use it and its good to keep on hand.
That pic looks fine for the first layer, and yes thats di-electric grease, since you'll be using a Arctic web it will come with the neoprene to skirt it with, I think. If you end up with a Arctic Web you wont need as much neoprene as I listed above, I'd just get 1 sheet of 1/2", 1 of 3/8" and a couple of 1/4" sheets. I usually get 10 packs of di-electric grease when I order the neoprene and 1 tube of conformal.
Be sure to look that proofing guide here over real well, he did a great job on it.
