I'm trying to find specs for the fan in the Ultra. If the fan ramps up too fast, that is something with the fan controller and simply changing the fan won't help. To get a quieter fan you likely have to go with one that moves less air which won't cool the PSU enough. I think something may be wrong with the fan controller since even at idle loads it shouldn't be running full blast.

Oh, found the fan. It uses a Young Lin DFS132512H. It should be pretty quiet at low RPMs. I still think something isn't right with the fan controller. Before you void your warranty by trying a new fan (and good luck getting a 135mm fan) I would talk to Ultra to see if they will let you RMA it.
