Can't say either way, no way to tell the 12v amperge.

I had a similar problem with my old PC and it's PSU. To boot the PC I would have to hold in the power and reset buttons for about 3 seconds, let go, then hold them in for another 30 seconds, wait til the PC began to load, go into BIOS, wait a while, and then let it boot up. I lived with this for about 4 months after my other PC died and I was stuck with it, then recently I tried replacing the power supply with the one from the dead PC, and it now is running fine as a secondary PC with Ubuntu.

In short, yeah it sounds like a power supply issue.

The amperage is listed on the site he linked so i don't know why yuo guys are having difficulties.

you only have 17 Amps on your 12v rail. that is likely the problem. another issue could be low grade capacitors from china.
