A) You don't, you just separate it from whatever it has binded to.
1. Nuclear fission and nuclear fusion reactors also produce electricity. Wind generators too. I think It's green enough,

2. Hydrogen a part of the water. You know more than 70% of the Earth is water. So why not to produce hydrogen from the water? After all we have global warming, so the ices in the poles will start to melt soon, and we will have more water, and less oxygen, because of the global air pollution. So decoupling oxygen and hydrogen from the water solves two potential problems of the future

we should have a wind powered car. Starts off with electricity (from your house) and there should be solar panels on the roof and wind turbines on the front (discreet or not) or anywhere else there's drag.

You can't use ocean water as it contains many other elements primarily sodium, calcium, magnesium etc.

Like someone else already stated, though, a lot of electric plants still burn fossil fuels to produces the electricity... Granted, there are some nuclear reactors around, especially in big cities, but a large portion of eectricity still comes from fossil fuels.

As far as the wind-power in the drag spots, it's a neat concept, but I don't know how efficient it would be, with the potential decrease in mileage and whatnot.

Gentlemen, the fact that power plants burn fossil fuels to generate electricity is a non-issue. For one, it's much easier to regulate and clean the emissions from a handful of powerplants than it is to monitor everyone of the millions of vehicles on the highway; there have been huge leaps in cleaning up coal based plants and natural gas is ridiculously clean burning. Two, coal and natural gas can come from the states; we're not bound by the crazy Saudis and dependent upon them waking up on the right side of the bed that morning.

Current battery technology is a lot safer than those exploding laptop batteries, or taking a bath in lead acid. Lithium Polymer batteries are much more durable, resilient to run away chemical reactions (zomg get out of the car it's a fire!!) and are cheaper to manufacture than Lithium Ion.

Totally electric cars are roughly twice as efficient from the well to the road (only true measure of energy consumption/mile) than even the most efficient gas cars. There are virtually no moving parts to wear out. The motors contain exactly one moving part which will likely not wear out until the car has turned to dust. If you don't drain your batteries to empty every day, they'll last 100,000 miles. Because of the ready interchangeability of electric components you will have zero difficulty finding a replacement pack in 5-10 years which will be vastly improved (batteries change constantly) in range, peak power, life cycle and recharge time.

The real cost of driving an electric car is .02 a mile, because of the high price of gasoline the perceived efficiency of electric cars is even more exaggerated. This is equivalent to getting a gallon of gas for a dollar and getting 50 miles to the gallon; these two absurdly optimistic factors will never occur together.

tl;dr: There is only one way forward: The electric car.
