Intel is ahead currently and they tend to overclock better. Things could change with Phenom II though...

Intel is crushing AMD right now, so I personally recommend only considering Intel unless your budget is so tight that it would be wiser to go with AMD. For the record, I'm not loyal to either Intel or AMD. I just go with whoever is "winning". And the last I heard, Intel is definitely doing that, and doing it quite well.

Intel hands down for performance and overclocking

AMD doesn't have anything that can compete with anything higher than a Q6600 right now

c2q is better than any of the current Phenom I x4 cpu's in every aspect. The Phenom II will be a big improvement over the Phenom I and its expected to fall between C2Q and i7 performance wise. It will be alot better Overclocker than the current Phenoms. People are just waiting for unbiased reviews on the Phenom II to see what it really can do.
