Ok, quick run down.

OEM/Retail/Zeroed HDD viewable in windows: If not installing windows on it, you need to write an mbr then create a partition and then format the created partition (the windows partition wizard will give you the option of and how to format the newly created partition)

If you are installing windows on the new hdd, it still needs to create a partition and then format and then install on said partition. they just combine those steps into one (mainly with vista) but you still need to create a partition and then format the partition.

correct, also, if you already have windows running on a hd and you adding in a second drive, you have to make a partition for windows to see it. if not, then you wont be able to add any files or see it under My Computer.

and if you are installing windows on the new drive, then windows will put a partition automatically on the drive by the drive wizard in the installation process.
