Okay. But then why I have seen many youtube videos of P5KC - processors 4GHz+ voltage quite normal?

Im not familiar with your motherboard but some have fsb holes. Which means basically that it might not run at 400 but it might at say 430.
Have you tried jumping it up a little higher to see if it will boot?
Yes it's AMD.

Well yes, it has booted at 420. But then crashed after 2 minutes or gave an error in orthos/prime @ 1.5V. I won't go higher..

i tested mine with two diffrent mobos bout a month ago, abit P35E and P45-UD3R as on sig, stable at the same vcore at load, that is 1.344, but need to set 1.42v on abit bios and only 1.36v with UD3R,... thats not bad luck, ur cpu hits its limit , 4ghz (400x10) is very nice with E7xxx series

I don't really see what's wrong with 4 ghz. I need 1.46 volts to push my chip to 4.5, but I can run from 4.2-4.4 on 1.36 volts. To me, it's just not worth pushing those volts for such a small increase. All chips hit a wall, more or less, at some point where you need tons more voltage for any increase. I think you might have found that point for your chip.

Couple other ideas: have you increased your FSB and northbridge (MCH) voltages? They might be holding you back. Also, make sure your memory multiplier isn't making your ram have to oc at all, in fact, I'd just run them 1:1 to take them out of the equation completely for now.
