No, you'll have plenty of power.

"System RequirementsMinimum Power Supply Requirement: 450 Watt"

taken off a random 9800gtx on newegg
if you have a 700w you should be fine, just make sure you have 2 of the 6-pin connectors to power the card

Just to clarify, it is 4 12v rails at 18 amps, right?

You might be ok, though I think the GTX you are installing needs more amps on the rail. Not positive, but I think it requires more amperage on the 12v rail than that.

More than likely. Your power supply needs to have 24amps on the 12v rail for it to run minimum from what I've seen. Now if your using two rails on your PSU then you would be right at the requirement on it.

Are you using two rails or just one?

The Dynex 700W is more like a mediocre 550W PSU. They are overpriced junk and it sucks that you've got one. That said it should be able to run a 9800gtx no problem. Even if a rail was actually set to 18A (which I can almost guarantee it isn't) the 9800gtx will not draw more than 130W (~12A) so it would not have a problem on an 18A rail.

When you say crash, what do you mean? If the computer just shuts off then the PSU may be the problem, but if the game crashes it is either a driver problem or a corrupted game install.

I might be wrong here but all the research I find on this is that you have to have 24amps on the 12v rail to run a 9800gtx. And all information on that rocketfish powersupply that i find says the rails are as follows:

By the way that one that has glare on it is another 18.
