I could use some advice on how to overclock this I have the Nvidia overclock tool but half the time it doesn't save the settings.I am looking at the Monitoring tool right now and it gpu graphics clk is at 399mhz?? This can't be right. Any help would be greatly appreciated!

Those are the clocks it uses in 2D mode to save power. If you overclock and then run a benchmark it should run at the settings you applied.
