He already has the E4400 and 9500gt, so i think his theory is to get the good mobo, cooling, PSU for now, slap the E4400 and the 9500GT in it and OC the **** out of them to get him through till he can afford a quad core and 1,2 or 3 good GPU's..

I do kind of agree with you guys, on the core i7 part and DDR3, but i think its $$$ that he's worried about....... as in 1GB of ddr2 VS 1GB of ddr3 etc etc, i think he's theory is "use ddr2 not ddr3, spend the saved $$$ on GPU's.
More GPUs are useless if the rest of your system is bottlenecking them. At his resolution he doesn't need anything more than a 285 or HD4830s in CF.

He wants to EVENTUALLY play games on 24" with high FPS, not right off.... He needs a new pc, cant afford the whole thing at once unless he waits 6 months or so.......

Thus he wants to build with what he has, and replace the parts he has with quad core, GPU's etc when he gets his next lot of money.

Tell him to have patience and wait it out until his has all the money, stuff will be cheaper then too.

Tell him to read up on DDR3. Things have changed.

If he doesn't get a DDR3 mobo, he will be sorry in the end, especially if he is building this rig over time. How much is he gonna be kicking himself in the ass if he has to buy a new mobo/cpu/ram in 6 months?

Seeing as how the money is coming in installments, nothing you can build along the way will really be worth it. Compared to what you will be capable of if you just wait, save, and build an entire system at once. If he really needs internet that bad spend a little bit on a cheap netbook and keep it after he builds a computer to use for mobility.

As for suggesting a build, the market changes so quick that it's best to wait till you have the money then configure a system where everything works together nicely without one part overpowering another.

i7 Isn't necessary right now- nothing is going to take advantage of all 8 threads guys. DDR3 Isn't worth the additional expense nor the X58 boards. even as of today just the duo cores are holding their ground fine.

To OP:
CPU: Q9550 with Xigmantek H-S1284
RAM: 4 or 6GB PC-8500 1066Mhz
Mobo: EVGA 750i FTW
Power supply: Corsair HX1000W
Hard drives: 3x WD VeltiRaptor in Raid 0 (350mb/s read or even a bit better)
GPU: GTX 295
Case: you pick, don't know of your taste

I don't think you need watercooling, just a waste of money. Your CPU will most likely be limited by volts beforethen. If you insist however try posting in the Watercooling forum.

If you insist on i7...

CPU: i7 920
Mobo: ASUS P6T (OC better than evga x58 and the intel smackover)
RAM: 6GB Tri channel DDR3-1333
PSU: Corsair 750W
Hard drive: 4x Seagate 7200.11 500GB 32MB Cache In raid 0 (about 330mb/s average read)
GPU: GTX 295
