Try this in the terminal:
I'm thinking it's possible that conky is not reporting the memory stats correctly. I am not sure what method conky uses (as there are a few different ones).
If it turns out that the above command reports the same results, then look into the PAE thing. To find out if the kernel is using "high mem" aka PAE, you can look at your kernel config file (/usr/src/linux/.config). Open it in a text editor and search for this string:
It should be set to "y"
I doubt this is the problem because I don't think it would recognize 3GB without PAE being enabled.
