Make sure all the machines are in the same workgroup or domain.

Share the printer on the machine that it's plugged into.

On each box that you want to be able to use the networked printer, go to Control Panel->Printers->Add Printer and choose add Network Printer.

If everything works smoothly, the printer will show up in the list when it does the discovery. You can also directly connect using \\\\hostname\\share.

If you are required to install any additional drivers, Windows will let you know.

Right-click on Properties then scroll down to the "Computer Name, Domain, and Workgroup Settings"

Click Change Settings and select Change on the "To rename this computer or change its domain or workgroup"

You'll be able to check if your computers are on the same workgroup.

What mode is your Vista network setup as? Is network discovery enabled in Windows 7 / Vista. That could explain why the Win 7 machines cannot see the Vista printer.
