You will a little in some 3 d rendering and CPU applications and stuff. In games it will be negligable if noticable at all. The Q9400 is based on the E7 series and it is within 5 % of the Q9450 which is the same clock speed but based of the E8 series. If you overclock the hell out of it then who is really going to notice the difference?

It really depends on the game/program you're using, but overall with a high overclock the less of an impact the lower cache will make.

Also for reference here's a good review of why you want to avoid using a Rosewill PSU (even though they usually come with a nice bundle).
