A Phenom II X3 720 will perform better than that Phenom 9950. Get either the 720 or the 940, depending on how much you wanna spend. Those two are probably the gems right now.

Ya at this point in time there is absolutely no need to buy a PHENOM I. The 720/710 would be the budget cpu and the 940/920 would be the higher price CPU. The original phenoms are prices in between these two but still offer less of a CPU then the 720 even though is x3 cores. The 720/710 are DDR3 compatible which is a bonus but the AM3 Quad Cores should be out soon but I imagine they are going to priced higher then the 940/920. That's my opinion but if you really want a phenom I I will sell you mine cheap and get myself a 720. You could even get the 720 and an aftermarket cooler for your budget. On a side note the 720 has benched better then the i7 in several different benches I have seen when its overclocked.

The only reason to buy a phenom I would be for the awesome 9850+mobo deal where you get processor for free.

You can also do this combo and get $110 off the PhII940
