Shrouds on heatsinks

how much would the noise level change when i put somekind of a shroud into my heatsink?? also is there like cheap ways to make a shroud cuz i dont want to use a case fan and cut out everything in the center.

As for the noise level change, I've read that it lowers decibel levels by up to 33%.
