It may be possible, but it would require a lot of effort to say the least. If you had a proper VM setup, you could run two instances of the steam launcher. I can run two copies of steam from the same IP address (as in my router's IP address) but I'm still not sure how it would work actually having two accounts running off the same physical hardware.

I know back when I played CS 1.6 or CS:S (we're talking over 4 years ago btw) servers could detect if you had more than one client running off the same IP. While technically there is nothing wrong with it, some servers kicked a user because it could be used to 'screen' cheat, by seeing where the enemy team were. So there's always that to worry about too.

It is, but it is rarely worth it, and almost never worthwhile for gaming purposes. Also, the OP would not be able to do it on the rig in his sig due to hardware limitations, but he may have another PC/be building another PC which would be able to do so.

You cant easily do that. Maybe via remote desktop or similar, but it isnt worth it and wouldnt run well.

This isn't really very hard at all.

I was VAC banned from Counter-Strike: Source because I had been playing on a cheatserver when a friend came over. He didn't know I had cheat enabled, so he joined a VAC secure server, and I got banned. I purchased a new account, and then I noticed that spectators in Source are flashed much less than players. I got the idea that if I could join the server I was on on a different account and spectate myself on a second monitor, I wouldn't get flashed.

I tried starting another Steam installation from the same pc, but this didn't work, so I installed a virtualisation program and put Windows on it. Then I installed Steam and ran it from there, and I was able to spectate myself. I have not been banned for this, even though that was maybe 2 years ago.

+ with VMWare, there is a plugin that allows use of different keyboard and mice for the virtual machine than the host machine's keyboard and mouse, but its name has slipped my mind at the moment.

Using vm ware takes up alot of resources

run it in sandbox mode with sandboxi, this should work.
