It wasn't Photoshop, it was your system failing to work with that option. Proof? Nobody else has that issue.

I had to turn of Enable Open GL Drawing, because I have a HD 3850.

I would like to know if Nvidia cards have an advantage over ATi cards when it comes to GPU acceleration.

I don't see how that works. ATI cards support OpenGL just fine. It was something else.

Again, your setup - and not the hardware or Photoshop. Something is interfering with it.
