Rhia, have you taken you ram off auto? Drop your ram divider to the lowest setting and push your cpu freq up slowly and boot.
If you come to a point where it won't boot try upping the cpu freq some more because sometimes we encounter what is called a HOLE and not a wall. Please post screenies of cpu-z memory tab, spd tab, and cpu-z tab.

. anyway back to Rhia, I agree only configs on memory that work for me is 2 and 4, so as far as what the differences are, who knows, must be a set of subtimings with the ram/chipset the board sets that we can't see but obviously matters in how the board runs. Also, I see you ran prime95 to stress your cpu...do you have linx? I only ask for at least from what I see that stresses it even more and gets the cpu hotter and takes less time to find problems with an OC. ALso I'd like to see what temps you'd get using it for considering you have 1.45 volts through that cpu your temps seem quite good and I didn't think the corsair h50 was much different than high end air cooling...also you definitely want to use more than 1.8 volts for those settings, your memory may need up to 2.2 volts easy for 1000 mhz plus...ESPECIALLY with 8 gigs! Keeping that in mind guaranteed you need more than 2 volts for what you're trying to do.
What I don't understand is why you can do 4.2 ghz with a low multiplier 8.0 and not even 4.0 ghz with a 9.5 multiplier...if the ram/fsb is what holds you back you'd think the higher multi's would work better, something there isn't right...you should get your highest mhz overclock with the 9.5 multi.
