I agree to a point. I have a surge protector because I have several other devices plugged into that outlet that I know do not have protections built in. In addition, a decent surge protector won't cost more than $20-$30 which is more than worth it if you have a violent electrical storm that knocks out a pole near you.
Power surges from the electrical company are exceedingly rare. Transformers prevent this at specific nodes and beyond that there is an additional protection at each pole. I would be more worried about lightning strikes, in which case, even if your computer is saved from the tens of thousands of volts (which is unlikely), you are out a nice expensive PSU.
An ounce of prevention is worth a pound of cure in this case, and it is definitely warranted.
